WHY on God’s green earth that it’s necessary for the President of the United States to have a “Presidential Commission on Election Administration?”

Executive Order To Rig the 2014 and 2016 Elections?

Read it again if you didn’t catch it the first time. I'll wait over here.
Now then.  Someone explain to me WHY on God’s green earth that it’s necessary for the President of the United States to have a “Presidential Commission on Election Administration?”
In other words, why does the President need to hand-pick nine of his favorite peeps to go around the country for the sole purpose to “identify best practices and otherwise make recommendations to promote the efficient administration of elections in order to ensure that all eligible voters have the opportunity to cast their ballots without undue delay, and to improve the experience of voters facing other obstacles in casting their ballots, such as members of the military, overseas voters, voters with disabilities, and voters with limited English proficiency." 
Uh huh.
Or, in normal-people-speak, how can Dear Leader rig the 2014 and 2016 elections?
Oh - that's right -  he can do it with one of those executive order thingies and a little committee.
