Is The Slaughter Rule Vote An Obama Test Vote ?

The question being put forth by Republicans asks if the Slaughter Rule Constitutionally performs the function of voting for a Bill. Absent a direct vote how would the Bill before Congress be able go to the White House for signature? Obama has stated this vote will be the last on health care, no matter the outcome so other pressing issues can be addressed by the Legislature.

Do you believe Obama?

For the past few weeks we have been led to believe Pelosi has the necessary votes to get Obama Care passed into law. It is obvious the Democrats do not have the votes, because if they did, Pelosi would run, not walk, to the Speaker's podium to call for the vote.

Many of the undecided claim they were awaiting the CBO cost analysis which was incomplete due to the piece mealing of haggled over sections. As of this hour the CBO still has not completed it's scoring, even though the estimated price tag of $940 Billion over the first 10 years, was being heralded as the final price tag. A "giddy" House Majority Whip Jim Clyburn pronouned the preliminary CBO estimate as good news even though the CBO number will be subject to further changes based on amendments still being processed by that office.

All of this frenzied activity does not project a picture of an administration which is in control of the situation. Rather the picture being painted is one of chaos, a leadership who has lost control. After scoffing at DeMint's prediction of Health Care becoming Obama's Waterloo, Obama himself goes for the pity vote, by playing the desperation card, telling the holdouts, his "presidency is on the line". I've never known of an actual President, getting on his knees to beg Congress for votes.

In case of failure "Deemed Passed" will be downplayed as a test vote . Obama, Reid, and Pelosi are holding an actual vote on the Bill in reserve. The Slaughter Rule is going to be used as a political vise. Any Democrat that does not vote yes, will be excoriated by the Party.

Madman Jim Jones used a similar conditioning technique in Guyana. The people were told the kool aid actually contained cyanide, when in fact it was only test kool aid, so Jones could gauge loyalty.

If they come up 3 or 4 votes short, Obama won't be inclined to walk away. Moving on from Health Care to other business is going to be another of his lies. It is very possible we will be listening to vote tallies for another month.
