BuzzFacebookStumbleUponEmail Close [X]BISMARCK, N.D. — Government and industry officials believe North Dakota's oil patch contains more than twice the amount of oil previously estimated and that the state's already record crude production will double within the decade.
If the forecast is correct, North Dakota could leapfrog in a few years from the fourth-biggest oil producing state to No. 2, trailing only Texas.
"It's a pretty rosy picture," said Lynn Helms, director of the North Dakota Department of Mineral Resources. "We have a huge amount of drilling still in front of us."
Helms said the state currently is pumping about 350,000 barrels of crude per day and was on pace to produce about 110 million barrels in 2010, up from 79.7 million last year and more than double the amount produced less than three years ago.
Record rig activity pushed by strong crude prices and refinements in drilling technology could result in North Dakota seeing a twofold increase in production. The drilling technology alone has cut the amount of time needed to complete a well from 65 days in 2008 to about 25 days.
"We are now looking at the possibility of 700,000 barrels a day and we see that coming in the next four to seven years," Helms said.
At that rate, North Dakota would surpass California and Alaska based on those states' current production, said Steven Grape, the domestic reserves project manager for the U.S. Department of Energy's information administration.
"That would be pretty amazing in my book," Grape said.
North Dakota's oil patch now accounts for about 6 percent of total U.S. crude oil production. That's up from 1 percent less than three years ago.
Federal and state estimates had pegged North Dakota's portion of the Bakken shale and underlying Three Forks-Sanish oil formations in western North Dakota at about 5 billion barrels of oil, using current horizontal drilling technology.
Helms said that estimate has more than doubled based on drilling success and current production rates.
"We're starting to see indications that we could reasonably get 11 billion barrels," Helms said.
North Dakota has about 5,300 producing oil wells. About 2,000 of those have spudded in just more than three years, aimed at the Bakken and Three Forks.
About 95 percent of rigs drilling in North Dakota are aimed at those formations, and 99 percent of them hit oil, while nine of 10 are profitable, Helms said.
Ron Ness, president of the North Dakota Petroleum Council, said about 650 new wells were drilled in 2010. He and Helms expect up to 2,000 new wells in 2011, which would double the number of Bakken and Three Forks wells to date.
A record 168 wells were drilling in the state's oil patch last month but dipped to 156 last week, hampered by winter weather. Ness and Helms expect about 200 rigs to be drilling in 2011.
"We are going to be drilling a lot of wells in the next year and production is going to go up, barring any unforeseen problems," Ness said. "We're all pretty bullish on 2011."
North Dakota has risen from being the ninth-largest oil-producing state in 2006 because of the Bakken and the Three Forks beneath it. Helms said nothing surprises him anymore about the state's prolific oil patch.
"I'm running out of superlatives," Helms said. "We're going to have to invent some new ones."

(CNN) – The incoming House Oversight and Government Reform chairman on Sunday tried to clarify his recent remarks to Rush Limbaugh where he called President Obama "one of the most corrupt presidents in modern times."
Rep. Darrell Issa said he meant to say the Obama administration instead of the president."When you hand out $1 trillion in TARP (Troubled Asset Relief Program) just before this president came in, most of it unspent, $1 trillion nearly in stimulus, that this president asked for, plus this huge expansion in health care and government, it has a corrupting effect," Issa said on CNN's "State of the Union." Although TARP – the program passed in 2008 intended to strengthen the financial sector by purchasing assets from financial institutions – was passed by Congress under the Bush administration, Issa said the unregulated funds were used by Obama like "presidential earmarks."
But the California Republican also admitted Congress shares some of the blame.
"All of that would not have been possible if Congress had done its job," Issa told CNN Chief White House Correspondent Ed Henry. "Instead what happened was we gave President Bush (the money and) President Obama inherited $800 billion worth of walking-around money with no guidelines."

What’s even more absurd, though, is that the mainstream media, including the NY Times, the AP, and MSNBC, are blindly reporting the Governor’s statement while failing to ask the most obvious and basic question: WHY DOESN’T THE GOVERNOR JUST ASK BARACK OBAMA TO RELEASE HIS OWN RECORDS?

One need not be, nor consult with, a legal scholar to know that a person automatically has a “tangible interest” when it comes to accessing their own records. For the record, this blog has consistently maintained that Barack Obama was born in Hawaii in 1961, but that he has undertaken a concerted effort to hide his birth certificate and associated records because his official birth certificate is in the name Barry Soetoro. Once adopted by Indonesian Lolo Soetoro as a child, Barack Obama’s original birth certificate was sealed and replaced with a new one, pursuant to Hawaiian law. Revealing the legitimate birth certificate would create all kinds of political and potentially legal problems related to dual citizenship. This is why Mr. Soetoro/Obama has spent millions of dollars defending himself in lawsuits from those who have challenged his status and qualifications under the “natural born citizenship” clause.

The newly elected governor will ask the state attorney general’s office about what can be done to put an end to questions about Obama’s birth documentation from Aug. 4, 1961, spokeswoman Donalyn Dela Cruz said Tuesday.And according to this hard-hitting New York Times report:

Abercrombie is so incensed over “birthers” — the conspiracy theorists who assert that Mr. Obama was born in Kenya and was thus not eligible to become president — that he is seeking ways to change state policy to allow him to release additional proof that the president was born in Honolulu in 1961.Huh. Oh dear. What shall the Governor do to defend the honor of his close college friends? He faces such a monumental dilemma: Privacy laws prevent the release of a certified birth certificate to anyone who doesn’t have a tangible interest, but he is intent on exonerating little Barry from the big mean birthers. Mr. Abercrombie, 72, said that although he did not see the elder Obamas at the hospital with their newborn son, he did remember the couple bringing the baby to social events. He says the critics who suggest that Mr. Obama’s mother slipped off to Kenya to give birth are engaging in a “demonological fantasy.” And he is angry about legislation in several states that would require presidential candidates to document that they were born in this country. A similar bill died in Congress last year.

It pains me to inform my readers that World Net Daily has no comment for me on this issue.
Why? Because I won’t provide them my real identity. I won’t risk the safety and well-being of my family for absolutely no good reason. Below is my full response back to Mr. Farah. Please note that I will likely update this post many times at the realization of what the complete lack of answers from WND means:

My real name has absolutely no relevance to the facts that exist. This discrepancy is evident. Crystal clear. It cannot be reconciled from the information we’ve been given. I do have professional experience in the field of graphic design, but, feel free to disregard that, because I won’t be releasing any private information about myself.
I made my request for answers, WND refused. I am afraid you will have to refuse others, too. And, I am frankly surprised at your response simply because I want to protect my identity and my family. This does say a lot about your organization, indeed.
My readers understand this fraud is evident – regardless of my willingness to divulge my identity. A person only needs to have eyes to see that one sheet of paper does not match the other – not in color, not in texture. Any woman who ever ordered wedding invitations is more than qualified to judge whether a sheet of paper is white or cream.
Let’s face it, anyone past kindergarten could make this call.
I know some of my readers have contacted you. They have eyes, too. I will let them know that WND has no comment for me on this subject and your reason. But, this clear evidence should have set off alarm bells galore at WND. One would think, anyway.

NORFOLK -- In one scene, two female Navy sailors stand in a shower stall aboard the aircraft carrier, pretending to wash each other. They joke about how they should get six minutes under the water instead of the mandated three.
In other skits, sailors parade in drag, use anti-gay slurs, and simulate masturbation and a rectal exam. Another scene implies that an officer is having sex in his stateroom with a donkey.
They're all part of a series of short movies produced aboard the Norfolk-based aircraft carrier Enterprise in 2006 and 2007 and broadcast to its nearly 6,000 sailors and Marines. The man who masterminded and starred in them is Capt. Owen Honors -- now the commander of the carrier, which is weeks away from deploying.
The videos, obtained by The Virginian-Pilot this week, were shot and edited with government equipment, many of them while the Enterprise was deployed supporting the wars in Iraq and Afghanistan.
At the time, Honors was the carrier's executive officer, or XO, the commanding officer's deputy. He took command of the ship in May.
In the videos, Honors indicates that he's trying to entertain the crew. They were shown roughly once a week on closed-circuit shipwide television, according to a handful of sailors who were assigned to the Enterprise at the time. The sailors requested anonymity for fear of retribution.
One of them said he mailed a complaint about the videos to the Navy Inspector General this week. Others said crew members who raised concerns aboard the ship in 2006 and 2007 were brushed off.
The videos were part of what Honors, 49, called "XO Movie Night."
"They were the XO's project," said one former Enterprise sailor, a ship video-grapher who on one occasion was asked to help in the filming. "He was the one coming up with scripts and the jokes. He was the one planning it."
The Enterprise, the world's first nuclear-powered aircraft carrier, is set to deploy overseas this month. The videos raise serious questions about Honors' judgment, especially while the carrier is under way, said another sailor, an officer aboard the Enterprise who was also there when the videos were being shown.
"When the ship pulls away from that pier, he's it," the officer said. "To me, that's scary."
It's unclear why the videos recently resurfaced, although one sailor who spoke to the newspaper said they remain on at least one shipboard computer.
Honors is a native of Syracuse, N.Y., and graduated from the U.S. Naval Academy in 1983. He went on to fly the F-14 Tomcat and work as a test pilot before serving as XO on the Enterprise from July 2005 to September 2007.
Honors did not respond to requests for comment. Neither did the Enterprise's then-commanding officer, Larry Rice, who was later promoted to the rank of the rear admiral and now works at the Norfolk-based U.S. Joint Forces Command.
Rear Adm. Raymond Spicer and Vice Adm. Daniel Holloway, who commanded the Enterprise carrier strike group during Honors' time as XO, could not be reached.
The Navy released a written statement late Friday in response to The Pilot's inquiries.
"The videos created onboard USS Enterprise in 2006-2007 were not created with the intent to offend anyone," the statement said. "The videos were intended to be humorous skits focusing the crew's attention on specific issues such as port visits, traffic safety, water conservation, ship cleanliness, etc."
The statement said that when leaders with the carrier strike group became aware of the inappropriate content in early 2007, production of the videos ended.
At least one video that includes anti-gay remarks and officers pretending to masturbate was made after July of that year, according to Honors' comments in it.
The Navy said it plans to launch an investigation.
At the beginning of the videos, Honors jokes that his bosses shouldn't be held responsible for them. "As usual, I want to say that the captain and the admiral -- they don't know anything at all about the content of this video or the movie this evening, and they should absolutely not be held accountable in any judicial setting," he says.
The sailors who spoke to the newspaper said it's hard to believe that Honors' superiors on board weren't aware of the videos as soon as he began showing them in 2006, given that they were routinely broadcast for the entire crew.
"People talked about them," the former ship videographer said. "People looked forward to them -- at least the people who thought they were funny."
A female sailor who was assigned to the Enterprise at the time said she and a number of other women on board were offended by the videos. She said some crew members complained about them, and in fact, Honors acknowledged it on camera. In one movie, he says, "Over the years I've gotten several complaints about inappropriate materials in these videos, never to me personally but, gutlessly, through other channels."
He adds, "This evening, all of you bleeding hearts... why don't just go ahead and hug yourself for the next 20 minutes or so, because there's a really good chance you're gonna be offended."
Then Honors tells his viewers to get ready for something that always pleases: "the F-bomb." The video goes on to show a string of clips edited together in which he uses the expletive.
The next portion is a series of clips displaying Honors and other sailors, including officers, pretending to masturbate. It's set to a song called "Spank."
After that, the video returns to Honors. "Finally, let's get to my favorite topic -- something foreign to the gay kid over there: chicks in the shower," he says.
He gestures to the person next to him -- who, through a trick of video, is Honors wearing the blue coveralls of a Navy surface warfare officer, or SWO. SWOs include the officers who crew the ship; they don't include fighter pilots and other aviators. Repeatedly in the videos, Honors, a former Top Gun pilot, draws distinctions between aviators and SWOs and refers to SWOs as "fags."
The video then shows two female sailors pretending to shower together and two male sailors pretending to shower together. While the shots imply nudity, they don't show any; the men are filmed from the waist up and the women from their shoulders.
In one instance, the women are in the shower stall with a cardboard cutout of Honors.
The sailors who spoke to The Pilot estimated that Honors made a few dozen videos for XO Movie Night. They said not all of them contained sexual jokes and anti-gay remarks.
The videos were shot and edited using equipment from the ship's public affairs office, which typically spends deployments documenting and publicizing the good work of sailors.
Of note is the quality of the XO Movie Night videos and the time that Honors appears to have devoted to them, even as the Enterprise was simultaneously supporting wars in Iraq and Afghanistan and its air wing was dropping record numbers of bombs. The videos have plots, scripts, props and recurring characters.
In several instances, Honors plays more than one character in the same scene. To achieve this, it appears he recorded different takes in which he played the different roles, and then superimposed the takes over each other, allowing himself to appear on screen as two or three people at once.
"Some of it was pretty complicated stuff," the former ship videographer said.
The videographer said that while he knew the movies weren't appropriate, in some ways he can understand how they happened.
"In his defense, I'll say
that sometimes, when you've been out to sea for a while, cut off from everything,
you start to think things that you would never normally do are actually a good idea," he said. "You do stupid stuff to stay sane."
He added that electronic communication with the rest of the world while at sea can be difficult; it was nearly impossible to e-mail or upload videos from the carrier in 2006 and 2007.
"He probably figured they'd never get off the ship."

An election for President and Commander in Chief of the Military must strive to be above reproach. Our public institutions must give the public confidence that a presidential candidate has complied with the election process that is prescribed by our Constitution and laws. It is only after a presidential candidate satisfies the rules of such a process that he/she can expect members of the public, regardless of their party affiliations, to give him/her the respect that the Office of President so much deserves.
